Seems like a last place to place someone you love in need of a professional care. The stuff is hanging in a back of the facility, smoking, using vulgar language ( for hours ) especially on weekends and at night. Who is actually caring for those inside? Doesn't look like the stuff of the supervisors care. The parking lot is also known for homeless people fighting and other kinds of disturbances, not to mention that the trash in a lot is rarely cleaned ( beer bottles, food containers, crates, you name it! ). I would not even want to look inside...
