The rehabilitation therapists are top notch. The nursing staff is competent. They are alert to changes in condition and alert family when problems arise. However, the nursing staff interacts with patients mainly for medication, doing little of the patient's personal care. To have a relative in this facility requires a real commitment to visit every day and be prepared to spend several hours a day there to make sure your relative is being cared for and kept clean.

Like many of the facilities in Bel Air, personal care is left to aides who, with only a few exceptions, are terrible. Poor work ethic from the CNA/NA staff seems rampant in the facilities we have experienced, and especially poor in this one. This may be because the level of personal care required when patients reach the nursing home staff increases exponentially, while the cost escalates disproportionally to the level of care being received.

Without family intervention, patients sit for hours in soiled diapers and clothing. There is no plan or set routine for individual patient hygiene. Pushing the call button gets little or no response. Even when a family member is present and asks for patient care, the excuses for not changing diapers are "it's shift change;" "aides are on break;" "we don't have enough people;" "it's almost breakfast/lunch/dinner;" "we're short staffed today;" or just simply not being able to find anyone. My parent has fallen several times trying to get relief from soiled diapers. There appears to be only one aide who actually bathes patients, so patients are rarely bathed. Aids routinely clean soiled patient aggressively with cold wipes, ignoring the patients expressions of discomfort when cleaning sensitive areas.

Because they don't change the patients often enough, there was often feces in the clothing, causing them to "lose" the clothes. They "lost"/discolored so much of my parent's clothing that I opted to do the laundry myself. Now they put pants with feces in them in the laundry basket, so I've learned to check all clothing for poop and rinse it out before putting clothing in the laundry.

Bringing issues to the attention of the management does not result in any change in aide behavior.

Because it is an old facility, the patient rooms and bathrooms are small. Bathrooms are too small to maneuver the wheelchairs in and are shared between two rooms, with four patients using the same restroom. Visitors are required to obtain a key from the front desk to use the one restroom available for visitors. It's a poor system and adds to the stress of visiting, probably designed to discourage visitors from staying too long.

Focus is not on the residents. There are few resident areas. If you do not visit, residents sit in the hallways most of the day, with little stimulus. Activities are scheduled at "shift change" for the convenience of the staff. Because space is limited, therapy occupies the solarium.The one resident area is where the "activities" are held. The lobby is dingy and dimly lit. The cafeteria is bright and often available between meals, but there is little privacy, with some residents playing country and rock music for extended periods of time. One courtyard is used for staff smoking and the other was only recently made available to patients. These areas and the porch are only accessible on warm sunny days.

Meals have no fresh vegetables or fruit with canned items prevailing. Meat and potatoes are the general fare and the menu has little variation. Many residents leave quite a bit of food uneaten every day.

This facility needs a strong injection of "Patient First" philosophy and really needs major renovation throughout the facility. They need to address the poor performance of the aids and either manage more effectively or staff more to accommodate the patients. Meanwhile, if you place someone here, be prepared to visit daily, bring fresh fruit and healthy snacks, do the laundry yourself and advocate strongly for your loved one's care.

Response: You are spot on!!! In the year that my Mom was there, I was witness to almost every situation you could imagine. I could list all of the negatives about this place, but in short... The State should shut this place down. I was shocked to see an article naming them the best in Bel Air. What???? The Health Dept. needs to closely look at what goes on in this place. My heart broke daily at events I was witness to.

Response: I worked there for 16 years and was so sad to see the decline of what was once an amazing place to work and live. If you guys only knew what went on behind the scenes... And question everything.

The nurse staff/ones who do the dirty work, are the best. The admin are more than puppets of the corp wheel who say what you want to hear. The facility itself is an old building with minor interior updates, flooring, painting, new name plates on the doors.
The mechanical infastructure is another story, but Im sure is enough to pass inspections that are done yearly. While our family member was there the AC system hadn't been switch over, so needless to say humid days everyone was sweating. (May into June)
while the admin personalle boasted to my mother that they are a 5 star rating, we gather that a place had to be 6 stars to have AC, clean portable toilets, unfrayed phone cords, and rooms with some room!
Over all like most older nursing homes, because that is what it is, regardless of the name. The medical staff is doing the best they can with what they have.

Bel Air Health & Rehabilitation Center is an average sized, for profit, nursing home with 155 beds based in Bel Air, MD. At last check, the facility had 146 residents indicating that it is 94% occupied which is about average within the state of Maryland. The provider accepts both medicare and medicaid programs, and provides resident counseling services.
This nursing home is not located in a hospital or a continuing care retirement community (CCRC). As of November 2012, the medicare rating for Bel Air Health & Rehabilitation Center, was 4 stars, which is a better rating than 79% of nursing homes in Maryland. Important to note that this facility has recently detriorated and has gone from 5 stars to 4 stars.
We have compared the detailed Medicare data for Bel Air Health & Rehabilitation Center with other senior care providers in Maryland. My mom has been in this facility for 3 weeks for rehab. Knowing what I know now I would not even trust my dog to be cared for properly here. No one, including the administrator, has a clue what is going on with the patients. My mom can use the rest room with some assistance. On numerous occasions she has been told to "go to the bathroom in her pants, and they will change her later". My mother was so upset. They are stripping the patients of their dignity. We had a meeting after week 2 with the administrator, the social worker, and the head nurse. When asked to see my Mom's treatment plan, what they expected of her beore she could leave, no one could give us an answer. We talked to several "people in charge about my Mom's care. They agreed to do certain things like assist her in the bathroom, to give her her meds a certain way, but when we would show up the next day someone else was on duty and she was being told to go to the bathroom in her pants again. There is NO COMMUNICATION among the staff. Taking 20 to come into a patient's room after they ring the bell is unacceptable!!!!!!! They even lost my Mom's clothes. My siblings visit my Mom twice a day to make sure she is being cared for. I feel sorry or the people who have no one checking to make sure they are being cared for properly. I would NEVER put a loved one in this facility.

PT and OT are good. All else is horrible. Aide left mom in bed till 10:30, and nursing response to call bell was over 20-minutes. That was after I went to desk. Then it took 10-minutes. one shower in two weeks, and nurses told mom to urinate in pants, they will change here. Unacceptable

I find it shocking that anyone would give this facility a 5 star rating. The emergency call system is extremely archaic. The patient has a call button similar to those provided in a hospital setting,but when a patient hits the button to inform that they require immediate assistance, rather than an audible alarm and intercom system, instead a small and dim light above the room door is activated. I've been in there to visit my father-in-law and noticed fully a third or more of the rooms their call lights on at once, and the staff is seemingly unaware. I would surmise that this is caused by staff becoming quickly desensitized to these unobtrusive soft white lights that are two to three feet above eye level.
The equipment in the facility is poorly maintained. My father-in-law is unable to swallow and requires a suction device to remove debris produced while coughing. In only a few weeks, he has gone through at least half a dozen of these machines. They find most are not working when they are initially brought into his room. Additionally, the receptacle on his suction machine is not regularly emptied. There have been at least two occurrences wherein he is unable to use the suction machine and is choking on his own fluids and vomit. In one of those cases there was family there who had to clean him up themselves when after being told that he was choking, a response was still 20 minutes later. Fortunately two of the family members present work in the medical field and were able to react swiftly and effectively. A documented warning stating a strong threat of aspiration seems surprisingly ineffective in inspiring any great vigilance or reformation of the facility's monitoring techniques.
I don't think the staff are actually bad people. I think many are poorly trained, and unqualified, though I'm sure the facility makes certain to fulfill their legal obligation concerning what number of staff have to maintain current certs, etc.
This facility's major failing is it's willingness to accept patients who require a higher level of care than they can reasonably provide.
